Звертаю Вашу увагу що згідно нового ДСТУ 3649:2010 п 6.3.1 "Не дозволено установлення на одній осі КТЗ шин різних розмірів, типів конструкції (радіальної, діагональної, камерної, безкамерної), моделей з різними рисунками протектора, призначених для застосування в різні сезони, з шипами чи ланцюгами протиковзання та без них", тому вчасно "перезувайте своїх сталевих коней"

Скорей всего в данном ДСТУ речь идет о том, что нельзя ставить на одну ось летнюю и зимние шины. А нормативного акта, который бы ОБЯЗЫВАЛ переобувать машину на зиму в зимнюю резину не существует.
