После Февральской и особенно после Октябрьской революции в стране начался "денежный" голод. Вот многие Городские Думы и Советы начали выпуск местных бонн.

БОНЫ (фр. bonsornar. bonus - хороший, удобный: англ. paper-money) -1) разновидность облигаций, краткосрочные долговые обязательства, выпускаемые государственным казначейством, муниципальными органами, частными фирмами и используемые их держателями в качестве покупательного и платежного средства; суррогатные деньги, используемые при недостаче мелких денежных знаков (разменной монеты) ; 2) бумажные денежные знаки мелкого достоинства, выпускаемые временно в оборот в качестве разменных денег; 3) бумажные деньги, вышедшие из употребления и ставшие предметом коллекционирования.

.. Уже летом 1917 года Временное правительство сильно ограничило, а затем вовсе прекратило поставку денежной массы на Украину... и далее по тексту фото этой же кременчугской боны. Смысл текста как в сообщении №2 в этой теме.
спасибо большое всем за помощь, с бонами разобрался, действительно 1918 год был тяжёлый не только для Кременчуга, но нужно отдать должное работникам городской думы того времени, они хоть как то пытались выйти из ситуации.
